It is important to pay attention to and promote the effective implementation of important measures in the eight aspects of the Plan:

1. Construction of enterprise technological innovation platform

It is necessary to promote the construction of enterprise technology innovation platforms such as national and provincial key laboratories, national and provincial engineering and technology research centers, national and provincial enterprise technology centers, national and local joint engineering laboratories, and postdoctoral research workstations, and enhance the independent innovation capability of enterprises "from 0 to 1". It is necessary to give full play to the role of these platforms in the basic research of industry application, engineering technology research and development and technological innovation leadership. Achieve three virtuous cycles of technology, talent and economy. It should stand the test of the market and the audit of the competent government departments.

The construction of enterprise technology innovation platform in our industry has made great progress, but there are still some unsatisfactory places. In the annual assessment of the National enterprise technology center by the National Development and Reform Commission in 2021, there are 12 in our industry, one is not rated as excellent, 9 are rated as good, 2 are basically qualified (to be notified and warned), and 1 is not qualified, and the title of National enterprise Technology center should be revoked.

2. Research and development of high-end bearing research and development topics

To gather strength, carry out the research and development of 10 aspects of high-end bearings and 72 research and development topics listed in the "Plan". It is necessary to promote the implementation and completion of the key special projects of the 15 national key research and development plans "Manufacturing basic technology and key components" issued by the Ministry of Science and Technology about bearings.

3, bearing steel development

It is necessary to increase the research and development efforts of the three key technologies and seven key products of bearing steel stipulated in the "Planning". One of the key products ---- is the high hardenability bearing steel used in the manufacture of large thick wall bearings. The Luoshafts have been successfully developed. The success of the development of this key product has solved a major problem that has plagued the bearing industry for decades.

It is necessary to promote the implementation of GB/T18254-2016 and GB/T38885-2020 two bearing steel standards with milestone significance for China's bearing industry, especially the research and development and application of the two standards of extra-high quality bearing steel and ultra-clean bearing steel.

"According to the arrangement of the National Ministry of Industry and Information Technology, China Axis Union Iron and Steel General Institute led, Xingcheng Special steel, steel Research new materials, Luoxiang Institute and related steel enterprises, bearing enterprises to participate in the civil bearing steel product quality capability classification work" has been completed. The evaluation results of quality capability of ten major bearing steel production enterprises are as follows: Xingcheng Special Steel is grade A+, Daye Special Steel, Shigang, Nangang, Fushun Special Steel and Zhongtian Iron and Steel are grade A, Bensteel, Jinan Steel and Xining Special Steel are grade B, and Laisteel is grade C. The evaluation work will effectively promote the special steel enterprises to improve the technical quality level of bearing steel.

4. Research and development of key products -- engineering -- industrialization

It is necessary to promote the 12 fields stipulated in the "Planning" and the research and development of 70 kinds of high-end bearing key products - engineering - industrialization, especially the research and development of 8 kinds of high-end bearing landmark products - engineering - industrialization joint research.

5, the process equipment to make up the weakness of the board

In accordance with the technical route for the development of China's bearing process equipment stipulated in the "Planning", the research and development and industrialization of 40 kinds of advanced bearing process equipment should be completed, especially the introduction, digestion, absorption and re-innovation of 0 level (new standard G1 level) cylindrical roller and I level tapered roller manufacturing equipment should make breakthrough progress, and realize the goal of strengthening and weak points of China's bearing process equipment stipulated in the planning.

6. Cultivate new business forms

Promote bearing manufacturing to follow the digital - networking - intelligent path of rapid development, to achieve the basic popularization of digitalization, networking, intelligence to promote significantly, smart factory/digital workshop construction has been effective.

7, high-quality enterprise gradient cultivation

The goal of the National Ministry of Industry and Information Technology's "14th Five-Year Plan" to cultivate and develop high-quality manufacturing enterprises is to cultivate a large number of industrial leading enterprises, 1,000 manufacturing individual champions, 10,000 national "specialized special new" "small giant" enterprises, 100,000 provincial "specialized special new" enterprises, and 1 million innovative small and medium-sized enterprises. So far, our industry has been identified as 7 individual champion enterprises and a single champion product, 21 national "specialized special new" "small giant" enterprises, high-quality enterprise gradient cultivation has begun to achieve results. We should strive to improve the gradient cultivation system of high-quality enterprises, and cultivate more industrial leading enterprises, single champions in manufacturing, "specialized and special" and "small giant" enterprises.

8. Industrial cluster construction
